As much I think there are a lot of benefits to keeping uninformed armchair experts from chiming into life affecting topics with potentially lethal or life ruining misinformation, I really don't trust the Chinese government to not strangle public discourse entirely by pushing the requirement of expertise beyond the intial outlay of finance, medicine and education.
"Sensitive topics" will ultimately mean whatever the fuck they want it to mean.
Not sure we want our western governments taking a leaf out of that book given how dicey democracy is looking in certain countries.
