Why can't it be both?
First and second, Nemesis for sure went more actiony but you still had to ration your shit, from 4 onwards it went more balls to the wall with each release until 7 turned it around, never played 8 but IIRC it is also more actiony now but on the 7 template.

Horror isn't a franchise it's a theme. It contains horrific images and themes therefore it's a horror franchise.

There are different kinds of horror and there are action-based horror games and films. The Resident Evil games pivoted to adding action elements almost immediately after its debut and gradually culled their point and click DNA.

Resident Evil has always been action horror. In the first one you could unlock an infinite missile launcher if you beat it fast enough.
Even the first is ridiculously campy and goes action scifi at the end.

Not really a hot take. It transitioned into "action/horror" starting with RE4 tho recent games are trying to get back in touch with their survival horror roots.

the games right from 1 was a b movie action horror and the reason it was slow and it's gameplay not reflecting it was due to the limit of the hardware at the time otherwise RE1 would've been like 4 from the start action heavy horror game in the vanes of action horror b movies was

Even 7 and remake 1 are more campy and action-oriented than psychological horror of stuff like Silent Hill. 7 has Jack being an absolute riot and referencing Evil Dead 2 with a chainsaw scissor duel and driving donuts in a garage. Remake keeps the Jill Sandwich lines and "wesker you've gone senile!"

yeah 7 is campy but i still enjoyed how eerie it was with remake 1 the horror vibes and feeling of dread for me was higher in those games compared to the rest

Oh for sure. They're definitely on the more atmospheric side for RE. Still rocking shotguns, magnums, and grenade launchers at the end though. Not that it's a bad thing of course. It's very cathartic.
