I feel like the very notion of a public park would be nonexistent, and just the idea of a government department existing for it would make him quickly destroy the entire department.

He also hates libraries too, so the Parks and Rec dept. can't really decide where they stand on this.
Simple questions deserve long-winded answers that no one will bother to read.
