But yeah, I'd go with Steam.

Maybe you can get lucky with some clueless person selling a rare game for cheap on Ebay.

Or become manager of a Gamestop, have little kids trade in a $120 dollar game for $12 bucks off a new game.
Here and there a few games get discounted on the PSN store prior to launch. That's not terribly helpful, but I'm not a savvy shopper.

This is honestly pretty huge too, even though it might seem silly. Most $60 games get massive price drops if you're willing to wait even just a few months. Shadow of War came out October last year and it's already been as low as 20 bucks, for example. Most folks have more games than time these days so unless you need to have the hot new game right now then you can save a ton of money just by being patient.

places that give a $10 with pre-order bonus. which unfortunately still leaves you with best buy and amazon as the expected two. sucks but once GCU ended it was a matter of time for amazon to follow.

For me, I usually only buy about 6 games a year due to budgetary constraints. The 20% off was actually very helpful for that.
