With online learning being required in many places, social distancing preventing us from going out more, and the need to get up to date information quickly and easily, should internet access be something easily available to every human being?

Food stamps exist.
Scholarships exist.
Landline phone lines are as low as 5 dollars a month now.

Gas (unless you meant the utility) and transportation fall in the same category, and your use is dependent upon your travel distance, which probably shouldn't be far if you are below the poverty line. Even then, there is public transportation.

Entertainment is what you make it, and what you can afford. Books and family bonding count as entertainment, and the cost little to nothing.
