Upon further research, yeah there's no procedural reason the vote couldn't have been public.
Edit: Oh wait, it's even worse. It was just a voice vote that isn't even privately recorded or tallied. Kind of makes sense how they went from a roll call vote largely in her favor 3 months ago to this.
