While PokeBank will be free, PokeTransfer (for Gen I-III?) is tied to Bank and will need to also be purchased once to still have access to it later!Poke Transfer is for transferring from Gen V (and consequently III and IV) and VC I and II to Bank. You can't download it on its own - you need an active (paid) subscription to Bank to download it if you haven't already. And neither will be downloadable for first-time customers once the shop closes, free or not.
