Im pretty sure the gems are basically just for unlocking cosmetic alterations to the home base, so they should be your lowest priority
There are a couple of functional gem upgrades iirc. Like I don't think you can get
Fountain Rooms
without them. But overall yea, gem is lowest priority for gameplay wise, but some things are neccessary for story unlocks.
But from what I remember:
Early on: Keys = Darkness > Nectar (One for each) > Gems > Blood > The rest
Mid to Late game: Blood > Darkness > Nectar/Ambrosia > Diamond > Gems >>>>> Keys
