Topic closed as I was typing an answer, but if notability werent a necessary factor IMO, the correct answers would be The General from Kaiser Knuckle, Inbachi from Dodonpachi SaiDaiOuJou, Mewtwo from Pokmon Puzzle League, and Absolute Virtue from FFXI
Notoriety definitely plays a factor. I've said before in the Whitney vs. Morty debate that the average first-time player is probably better prepared for Whitney than for Morty at their respective points in the game, but Whitney's Miltank is just so infamous that she's become the posterchild for difficult fights in GSC.
