Does it? That's not how doppelganger reads to be at all.
For one we don't know which kind of Frame he was trying to use. If it was the guilty scan one then wallz would still be seen visiting the corpse. If it was the other one then he would only be seen visiting the person he framed and THEY would be seen visiting the corpse.
Of course this assumes wallz was actually sending in the kill on top of using a Frame action. It seems highly likely that he was, but there's a small chance that a kill sent by someone the could have been stopped some other way.
