The scum equity is he has to explain why his scumrole works that way and why his vote suddenly came back when he wants to use it. I like the idea that he would scan innocent when he locks his own vote.
Granted he could still have waited to unlock his vote if he wanted to look good. Though that would make it even weirder the longer he waited, if he wanted to claim such a role.
