Actually, bussing makes less sense than a full swap. It doesn't make sense that they were bussing Ctes to redirect the scan target, because - FD targeted Ctes. He got Red. They definitely weren't expecting Ulti to target Ctes again.
If its a full swap of targets, then that potentially could make Ulti hit Ctes instead of Red were Ulti to target Red....this is all assuming Ulti is town and that scum were expecting him to target Red though
