It would probably take a combination of legalizing drugs (Largely eliminating their 'purpose') as well as mercilessly destroying them utterly to get rid of the cartel problem for good.

Of course words are simple, I couldn't tell you how to actually pull that off or how many lives would inevitably be loss doing so (Because criminal organizations don't just roll over and die for free).
