Because Congress gave him discretionary funds to do that in whatever bill they previously passed.

I'm saying the Republicans control the House and I haven't seen them pass a bill doing what you're asking for, so I'm unsure why you seem to be blaming Biden and not them for not giving you a stimulus package.

Fun fact, the current Republican House has passed a historically low amount of bills. Ask yourself why that is. Do they think that America is perfectly fine and that's why they refuse to address things that you're critical of? Maybe, but idk, I'm not them.
