More control & options definitely, privacy sure, data...maybe. Generating an image online doesn't really cost you data beyond loading the image, but here you have to DL the model and everything.
Using any quality online generator will cost you money, as they will charge you for it. Error here can make it for the cost of electricity, and change all sorts of settings or download different models to create utilize different art styles.

You can download ones you run locally on your own GPU. Look up stable diffusion eg https://github.com/Stability-AI/stablediffusion and https://github.com/AUTOMATIC1111/stable-diffusion-webui for a UI. I think you need-to/can download models on civitai. This is about the extent of my knowledge, I've not touched it in a while.

Nvidia is vastly preferred here, but I think you can kludge an AMD GPU to work. I think a decent GPU can easily put out an image in 10-60s, depending on parameters, but I'm unsure as I've no nvidia card of my own - error could probably give more info on it.

It probably runs full-load while doing that. An RTX 4060 (a sorta-randomly picked card) is about 120 watts.
