Employers already have to do this for things like parental leave and sick leave anyway, why should vacation be any different?

But if you're employer has so many employees that can do your job for you that you're absence for an extended period is not felt, wouldn't they just fire you for being unnecessary?

And this isn't about allowing people to use the vacation time they've earned under the current system, it's about the hypothetical scenario where an employee hasn't taken time off for years, then says they don't want to come to work for months or something, because they've saved up that much time off.

While everyone loves time off, theoretically speaking, the reason vacation cap exists, is because the work you're supposed to be doing doesn't disappear because you're on vacation. It's either piling up, waiting for you to get back, or given to another employee until you return (how it works is dependent on your actual job of course).

So if you are on vacation for an extended period, that's also happening ever an extended period, and your employer doesn't want an empty position they can't replace for that long.

If it's going to be use it or lose it they should at least have to pay it out if you don't use it

Texas is either #3 or #4 on my personal list of states that could pull it off with the least bad outcome. California is #2 and I haven't decided where to place Alaska. #1 is obviously Hawaii.

They wouldn't go away entirely, since there will almost certainly always be a black market that offers cheaper products by skirting regulations, but offering a safe, legal alternative with a well-documented supply chain can be be consumed in supervised consumption sites instead of alone in a back alley would indeed go a long way to helping save lives and reduce addiction problems.
