California Assembly Bill 3216, introduced in February, would require school districts to adopt a policy to limit or prohibit student use of smartphones while at school or under the supervision of a school employee. The law would go into effect July 1, 2026.
The measure has the support of Gov. Gavin Newsom.
On Monday, U.S. Surgeon General Vivek Murthy asserted that social media use has become so prevalent and potentially damaging among young people that Congress should require warning labels on the online platforms, similar to those found on cigarette boxes.
As the Surgeon General affirmed, social media is harming the mental health of our youth, Newsom said in a statement to The Times. I look forward to working with the Legislature to restrict the use of smartphones during the school day. When children and teens are in school, they should be focused on their studies not their screens.

The Los Angeles Board of Education, at the suggestion of Supt. Alberto Carvalho, agreed to expand the resolution in an additional direction by targeting social media companies for potential litigation.
I believe nows the time for Los Angeles Unified to take a legal position, Carvalho said, that may include litigation against these powerful giant social media entities, who, for profit, are engaging in predatory behaviors and actions to capture the attention that will eventually victimize kids through a well-documented decaying of their mental health.
The board resolution passed by a 5-2 vote.
All the board members expressed concerns over the harms of cellphone use and social media on students as well as concerns that any ban should be carried out with full consideration of student and family needs.
Board President Jackie Goldberg, who co-sponsored the resolution, recounted a recent visit to a high school where she sat down with students sitting together at a table during lunch.
I thought we could have a chance just to informally talk, Goldberg recounted. All of them took out their cellphones.
That was only the first surprise.
I thought they were contacting other people, Goldberg said. They were talking to each other on their cellphones, rather than with their voices and their mouths. ... This is an addiction that is serious.
Another board co-sponsor, Tanya Ortiz Franklin, said her student advisory council has raised valid concerns.

Weve seen in classrooms sometimes kids will forget their Chromebook, and theyll hop on their iPhone instead, Franklin said. So we need to make sure weve got plenty of Chromebooks so that students are not relying on their personal iPhones to access school materials.
The other thing I thought was interesting from [student] leaders is that they use text messaging to communicate about clubs and teams and events theyre planning and things that need to change last minute, Franklin said. It made me wonder if there were an app that could be on their Chromebooks where they could be texting and communicating with appropriate supervision.
Board member George McKenna voted no over concerns about the totality of the ban, although he said he was open to ongoing discussion of the matter.
He said it was important to respect student ownership over something that was important to them, especially for students from low-income families. He recalled that years ago, when he was a principal, students would be devastated at the thought of parting with the boomboxes they carried around.
He also wondered if a civil rights lawsuit would be launched over the matter.
Board member Rocio Rivas voted yes, but also was concerned that a cellphone ban be carried out equitably, respecting the different life situations of families.
Melvoin said the conversation has evolved from making sure that all have access to technology to making sure that students are protected from it.
Some of the most expensive schools in the city and in this country have [had] phone-free policies in place for years because theyve seen those effects, Melvoin said.
Board member Scott Schmerelson voted no because he said it was important to make a distinction between instructional time and noninstructional time.
Elements to be worked out include different approaches for various age groups and a range of technologies, such as smartwatches.
Board member Kelly Gonez, who voted yes, noted that recent immigrants use smartphones for translation. Such allowances would need to be considered, she said.
Options to carry out the ban under consideration include providing cellphone lockers or pouches that keep devices locked up and inaccessible until theyre tapped against a magnetic device when exiting campus. Technology also could be used to block access to social media platforms.

Some parents, however, want their children to have cellphones for safety and communication, and school administrators say the ban could be difficult to enforce.
Supporters who spoke Tuesday included a district middle school principal who said such a ban has improved the learning environment at his campus.
Also endorsing the resolution was Venice High math teacher Jessica Quindel, who likened the struggle to manage cellphone use to a draining, nonstop marathon.
She joined Venice High Schools Phone Free-er Focus Group, a group of 10 teachers who successfully pushed the school staff toward setting up the campus as a largely phone-free zone.
Enforcement is the hardest thing because there is not enough staff to constantly take away phones and call home, she said. A clear districtwide policy would help, she added.
Student objections to a ban are anticipated.
Very furious, is how Helen Ho, 16, a rising junior at Narbonne High in Harbor City, described her reaction. Students need phones for emergency situations and to maintain access to family, she said.
A ban, she added, also would infringe students rights to self expression: Students are already so restricted in school settings.
At school, she said, she uses her phone for educational purposes, such as applying to programs or accessing information from fliers that often provide only QR codes, for which you cant use your laptop.
For her, a phone is a source of connection and stability.
Rising Reseda High senior Neel Thakkar, 16, is receptive to the ban.
He recalled struggling to focus on studying for Advanced Placement exams because he was addicted to Instagram and couldnt stop picking up [his] phone ... even for two seconds.
He deleted the app from his phone because he had to get off of it.
It was very hard at first, he said.
In comments to the Board of Education, he suggested the district create a platform in which students can voice their concerns and opinions about this policy.
The teachers union United Teachers Los Angeles took a wait-and-see approach.
UTLA looks forward to understanding how the proposed cellphone policy will differ from the current one, said union Vice President Alex Orozco. More importantly, we want to know how all stakeholders will be included in the decision-making.

In addition to his support for warning labels, Surgeon GeneralMurthy wrote in a 2023 advisory that social media may be linked to a growing mental health crisis among teens.
The language added to the resolution builds on such concerns:
The District shall also evaluate the impact of social media use by young people, including on their mental health, to formulate a strategy that contemplates but is not restricted to litigation against social media entities that operate platforms that use algorithms that appeal to students who develop addiction to such platforms with well documented mental and physical deleterious consequences to youth.

The litigation part is funny though. That's like trying to sue video game companies for distracting kids. iirc they tried that once.

A murderer has been jailed again after killing for a second time following his release from prison.
Liam Jones inflicted at least 37 injuries on disabled father-of-five Phillip Breach in Oxford on 30 November 2022 after the pair had a minor altercation the day before.
Jones, 45, had been jailed for another mans murder in 2002 but was released on parole in 2021.
He was jailed for life again, with a minimum of 37 years, on Thursday at Reading Crown Court.

Popular local figure Mr Breach, 59, was making his way back from the Co-op shop in Wood Farm Park after buying a newspaper and a chocolate bar as he did routinely when he was attacked.
Several neighbours heard his cries for help, which were also caught on nearby CCTV cameras, and called the emergency services.
He was found in the park and taken to hospital where he was later declared dead.
Body-worn video footage from a police officer patrolling the murder scene hours after the attack showed Jones asking him about what had happened.
He told the officer, "I hope they're alright, whoever it is", before cycling off. He was arrested the next day.
Mr Justice Murray said it had been horrifying to hear Mr Breachs screams during Jones trial.

The judge said he was sure Jones had meant to kill Mr Breach.
He said while the killing was different to his knife attack on a man in Southampton in February 2002, there were striking coincidences, including their savage nature.
Mr Breach suffered brain damage and walked with a limp after he was hit by a car when he was 20.
The judge said victim impact statements from three of his children showed their profound grief.
His daughter Daniella Wilson said he was "one-in-a-billion" and some of Mr Breach's grandchildren had been denied the chance to get to know him by "evil" Jones.
A medical note was sent to the court on Jones behalf saying he was too ill to attend his sentencing.
Mr Justice Murray said it was lacking in specificity and concluded it was Jones intention to not attend but said he was unable to drag him [to the court] in chains.

He said Jones, of Bonar Road, Oxford, must serve every single day of the 37 years before he could be considered for release by the Parole Board.
If he is ever released, Jones will remain on licence and could be recalled
In a statement, Mr Breach's family said: Losing our Dad in the way we have has shown us we all need each other and to always make that phone call, always tell that person you love them and to make as many memories as you can, as memories are all we have of our Dad now."
Det Insp Pete Clarke, of Thames Valley Police's major crime unit, described Jones as a "very dangerous individual".

Australias new mens behavior change secretary says the job wont be easy
A state in Australia has taken a new step aimed at tackling domestic violence appointing the countrys first official responsible for Mens Behavior Change as the prime minister has warned violence against women is a national crisis.
The new role called the parliamentary secretary for mens behavior change has already generated some controversy with the politician tasked with the job acknowledging it is not easy work even as the move has been welcomed by some campaign groups.
Victoria Premier Jacinta Allan announced the role this week, appointing state lawmaker Tim Richardson to what she called the first position of its kind in Australia. The role will focus largely on the influence the internet and social media have on boys and mens attitudes towards women and building respectful relationships, Allan, from the center-left Labor Party, said.
The role aims to make the state a safer place for women and children and work to end the tragedy of deaths of Victorian women at the hands of men, Richardson said in a post on X, adding, The time to act on mens violence against women is now and it starts with us men and boys.
This is not easy work, but it is important, and we cant afford not to address it and waste a moment, he wrote.
In the first five months of 2024, there were 31 female deaths in Australia that were allegedly caused by acts of gender-based violence, according to the Counting Dead Women project, a grass-roots campaign that researches and records gender-based killings of women in Australia.
In Australia, 1 in 4 women have experienced violence by an intimate partner or family member, according to government statistics, a statistic broadly comparable to the United States, where 1 in 4 women experience intimate partner violence or stalking, according to the National Coalition Against Domestic Violence. A World Health Organization report in 2021 found that 1 in 3 women will be subjected to physical or sexual violence by an intimate partner or sexual violence from a non-partner in their lifetime.
There has been growing awareness and discussion of violence against women in Australia in recent months, after a number of high-profile killings.
In April, a man killed six people in a shopping center in a Sydney suburb, including five women. Police said while they were investigating the incident, footage of the attack made it obvious to detectives that the attacker had been targeting women.
The same month, Australia witnessed a string of killings of three women, allegedly killed by partners or people they know, prompting tens of thousands of Australians to protest the violence.
A woman has been killed every four days so far this year, Prime Minister Anthony Albanese said on X last month. Albanese has since described the levels of violence against women in the country as a national crisis.

A 2023-2024 report released by the Australian Institute of Criminology in April showed a 28 percent increase in intimate partner homicides committed against women, compared to 2022-2023.
Australia is finally having a sustained conversation about violence against women and what we can do about it, Australian law experts Rosalind Dixon and Emma Buxton-Namisnyk wrote on the Conversation, a site that publishes articles written by academics, in April.
However, men and boys are often raised with expectations that women will meet their needs and are as a result conditioned to think it is okay to be angry with women who say no to these expectations. If this deep-seated issue is unaddressed, they continued, there is unlikely to be a fundamental change in patterns of sexual and family violence.
The Victorian state governments decision to establish a parliamentary secretary for mens behavior change was welcomed by mens engagement group No to Violence, and family violence prevention group Respect Victoria, whose acting CEO told state broadcaster SBS it was crucial to involve men in efforts to fight gendered violence.
However, some Australians took to social media to criticize the move, while radio host Ben Fordham dubbed the decision collective punishment that is treating all men like an enemy.
The Victorian Parliament already has a minister for women, and now its got a parliamentary secretary for mens behavior, he said on his Wednesday show but, he added, there is no Australian minister for men to address issues like male suicide.
Meanwhile, Victorian Senator Jane Hume from the opposition Liberal Party cast doubt on the decisions capacity to effect real change, telling Sky News the role sounded like a little bit of window dressing around a really important issue, that involves genuine cultural change.
Richardson, the newly appointed official, acknowledged on social media that there had been some pretty hectic reactions to his role. However, he told the Australian Broadcasting Corporation if thats peoples reactions just from the title of his new position then the focus isnt in the right area either.
Everyone has a shared purpose to change gender-based behavior that targets women, he said. If it starts that conversation thats great ... we want to explain why its so important.

What they don't like is the modern porn industry where women don't have to crawl to a production studio and hand over 80% of their income. They can create an OF, market themselves on Reddit and make pretty good money while working towards their life time goals.

I have never seen a group of gamers dislike so many games but the amount of shows and movies people also dislike all the time is like damn.

I flat out enjoyed Two and Half Men until Charlie Sheen was off the show. After that it was meh but I still enjoyed some plotlines and episodes here and there. It went longer than it should have but all in all I really liked it. Especially the Charlie Sheen years and when Jake is still pretty much a little kid.

As for shit ending the ending for the original run of Dexter I thought was quite crappy for such a good show.

Also I'll just go in the opposite direction and say one of the better show endings to a great show was Six Feet Under. I felt really satisfied with the ending.

Yeah, I only watched a few episodes but I am surprised at all the vitriol for it here. It used to be relatively mainstream, it was Charlie Sheen's biggest role at the time. It was trashy but seemed to be on the same level as stuff like American Dad which gets relatively more positive reception here.
Speaking of HIMYM and NPH I just remembered Gone Girl existed. That was pretty huge that year.
