A little after arriving in the last world, trust me you'll know it, there will be an event and in Final Mix you get a keyblade after. When said event happens, you're supposed to randomly transform in to any form and one of those transformations will be Final form and from there you can select it as normal. The keyblade you get makes this WAY easier.
