That's just how the show is structured. Most of the classmates are barely touched upon until their specific episode, in which you retroactively make sense of their previous encounters. You'd have to be extremely impatient to complain about this though... real life doesn't give someone's full life story as soon as they enter your field of vision, and it's annoying when shows do it.
