There's also the issue of what makes a show "good".

Like, is it actually good, or did it merely have some sort of cultural significance during its initial run?

Lost and Game of Thrones are great examples of shows that look bad in retrospect, because they both had shitty payoffs. As a result, it's rather hard to go back and watch them again knowing what you're gonna get.

Breaking Bad as a serialized drama does have to factor being viewed as a single cohesive story experience. So it does get hurt if it can't stick the landing. Game of Thrones is a good real-life example of that. Shitty payoff does in fact make the earlier seasons less good.

One of the problems with a list like this is there are so many different shows with different themes.

You can't really compare The Simpsons with Breaking Bad because they're so wildly different in tone and structure.

Like Jeopardy is on the list despite being a game show, and not a comedy/drama. Along with a few other talk shows. Do they really count? Sure, they have cultural impact. But I don't think most people would consider Jeopardy to be among the greatest shows ever if you asked them. Why not add Wheel of Fortune or Who Wants To Be A Millionaire?

Avatar was undeniably a visual feast

However, that's pretty much all it had. The characters and plot are sooooo phoned-in it's not even funny.
The fact that Hollywood insists after 10+ years that anyone still has interest in this becoming a series is absurd.
