It just wasn't a good idea to present it as a bunch of exposition-rich signs to read instead of integrating it properly into the gameplay and main story, especially not gated behind a couple of sidequest chains that don't do anything to indicate that they're more important than other sidequests. Spot on. I just finished the game myself and loved it, but the fact that the "real" boss was optional and poorly integrated into the stories of the characters was disappointing.
