Too many big ass trucks on the roads
Too many cars in general and not enough public transportation
Poorly designed roads with poor road maintenance

Those developer engine kits that amateur developers can buy are at about this level of sophistication. In fact they are very good at making GTA type clones with tons of basic assets that come bundled with the engine.

Somebody could make this in a matter of a few months I think.

This is not as clear cut as you think.

For another example it's similar to how illegal immigrants are afraid to report serious crimes against them because there will be some guy like you saying technically they are criminals too and both issues need to be sorted out.
