Probably stems from 9 being comparatively "forgotten" compared to 7 while generally being more liked by the fanbase than 8. I personally consider 9 to be among the best but I typically see it rated appropriately. 9 is well-balanced in terms of having a decent story, solid characters, cool cutscenes, and enjoyable sidequests. My biggest gripes right now are Master Levels, which are absurd grinds for little return, and timegates, such as the entries to Sortie and Odyssey.
