A lot of this comes from there being a lack of a dev scene in some of those parts of the world. I seem to recall ZA/UM (or the Creative Collective at least) being the majority of the game dev enthusiasts in the entirety of Estonia, if I recall correctly.

In those areas, there's less of a community to bounce ideas off of, and as such some of the games coming out of the region can make some odd design choices.

I doubt rich people are apart of that 60% so they're irrelevant here. For poor people we have a reliable enough safety net and general good will of people to prevent anyone from starving to that degree.
