The whole Fata Morgana reviews thing is also a little besides the point because the 96 average is for a Switch port with 10 reviews, Opencritic collates reviews from different platforms (though still only 15) and has it at an 89. So its not really comparable to the likes of TotK and BG3. I think a lot of 16's sidequests fulfill that third option for me, with a few providing the first. I'll also say that any 16 sidesquest that was middling was ALSO very quick to finish, so the below average ones don't stick in my mind as much.
