Happy for you, eurobros From what I can gather, anybody will be able to take advantage of it, as long as they choose the English (Europe/EU) language selection when setting up Windows on a new computer. Or if you're Brazilian, the Portugus (Portugal) option. Microsoft writes in a blog post that many of these changes will be available in a preview update of Windows 11 (version 23H2) this month. Windows 10 will get similar changes "at a later date." A couple of changes affect all Windows 10 and 11 users:

It is easy when you have money. It's doable for the average joe. Pay an immigration lawyer to file your paperwork for you. Then fly out and hire a guide to show you around the places you are interested. Speak to a realtor to buy a place. Then hire a moving company to get your stuff from here to there. Unpack. And continue to use the immigration lawyers to set up your taxpayer number, public health service registration, in-country bank account, drivers license exchange, etc. Shit, I did it 2 years ago. So, as our transmissions travel at lightspeed, that's a sphere only about 120 light years across... not the whole galaxy. And that drastically narrows down the number of potentially habitable worlds that could possibly hold life. (let alone intelligent life) Plus, there's the time factor. Is an intelligent species within that sphere sufficiently advanced to receive and understand our signals? Or are they at a bronze age level? (Or maybe so advanced, they no longer use the electromagnetic spectrum to transmit information. I don't know a lot of families these days who can afford to have a stay at home parent It's illegal to leave a child home alone (before the age of, I think, 12 or 13?). That's why day-care is such a big deal nowadays. Many Gen Xers got up after their parents left for work... and got home from school to an empty home. At ages as young as 5-6.
