Someone that is willing to ignore murder laws are absolutely going to ignore gun regulation laws. And the only purpose of gun regulation laws are to curtail murder laws.

Laws are important, but there has to be some reasoning to believe that a person will subjectively follow it. Im sure its entirely possible to create such a device, but I cant see how it would be seriously be introduced. Guns dont use any electricity or any real sophisticated technology. The electronic component that shuts the gun down would just be removed.
