Could be the fan shroud like others have said. Definitely something turning inside the engine bay. Try popping the hood and spinning the fan WITHOUT THE ENGINE ON! I'm sure you're smarter than that, but anyway, if you can replicate the sound with the fan it's probably that. The cord that adjusts my retractable antenna on my 4runner makes a similar sound actually, but I don't think yours has an antenna like that does it?
