We were in the middle of a texting conversation that I asked it and he hasn't responded since. The meeting takes place in a half hour. I am thinking of not going since he hasn't returned that text with an answer. Is that the right thing to do?

That article only talks about drivers licenses. Is that state doing the same with state IDs which you don't have to pass a driving test to get. You just pay a fee and show some paperwork.
