Both administrations seem to be following the globalist line of confrontation with Russia, if that's what you mean by "tough." Fortunately, neither Obama, nor Trump are true believers in confrontation with Russia, which has spared us war so far.

I believe that Trump would mend ties with Russia if he had the power to, but that's just speculation.

But Trump actively believes Putin when he says he didn't meddle and is refusing to enforce Russian Sanctions.

On the flipside Obama got rid of 35 Russian diplomats, closed two compounds, sanctioned four individuals, and five entities for election interference.

Wouldn't you agree that Trump is wrong here?
