It's actually a bit more complex than that. Different Abrahamic religions all have different interpretations. Sometimes even different sects within those religions don't agree. Basically, the three interpretations are like this;
- Satan is a prisoner in hell. He was put there because of his pride.
- Satan is the king of hell, who rebelled against god and now has free reign over Hell (and sometimes Earth).
- Satan is simply an agent of God. He's just doing what he is supposed to.
What is important to remember, though, is that in the first two, Satan actually hates humanity for supplanting him in the eyes of God. In some versions, it's his refusal to bow down to humanity that's the breaking point. In the latter interpretation, he is God's employee and his job is to punish humans, and by all accounts, he is pretty good at his job.

Either way, I can't think of any interpretation where Satan actually likes wicked people. He just uses them to prove his point and try and spite God.

Boba Fett is Satan.

He's a minor antagonist that rarely appears in canon, has little to no real accomplishments, is last seen falling into a pit from which he never escapes, and is kept alive by fanfic authors who think writing extra stories about him is cool and edgy.
