I personally like him the best. Great lines, good buildup, the whole arc really sold the desperation and fear the z-fighters were feeling and he went out in a blaze of glory.

He may not be a super deep villain, but he had glorious presentation and was charismatic, and I think that made up for it.

Cell and Buu were also a lot of fun.

Now that I think about it, Dragon Ball has always had villains that are entertaining to watch.
