It's called Memories of Tokyo-To: An Ode to Jet Set Radio by 2 Mello. It's pretty kickin'. I loved the music in the games but when listening back to the soundtracks they are very repetitive. It's not for people that haven't seen the anime. You should know that about anime live action movies by now. And that's also why it doesn't matter if they don't resonate the way you want them to. It just looks cool. Good enough for me and many others.
