If you're wearing a mask and leave the area before the law shows up you won't get a bounty.

Im not going to say there were no instances where I was annoyed by the wanted system. But that was only a handful of times throughout a 60 hour playthrough. And even then, who cares? I have a bounty? I don't care, i'm playing a game about being an outlaw

Are you watching the ken burns series? As is pointed out, the vietnam war was a combination of good intentions and imperfect allies for the US.
