The rest of them were kind of esoteric compared to that, and more referenced ills of society that the group sought to undermine. Of course they weren't going to be as personal. But there's ways to make those kind of people memorable. They weren't. That's what was missing! We should've been introduced to the others or have the others referenced so that by the time we get to them, we know what they're about like for example: Godnorgosh posted... I mean, how is Kamoshida worse than Okumura Okumura is someone we should've known about since it's later shown that two party members were friends before the Phantom Thieves. But anyway, I hated Kamoshida and it seemed like we were off to a great start. Then the rest of the game happened and absolutely none of them were as hateable as him.
