It's something like:
Expert - you deal 75% damage and receive 150% damage
Master - you deal 50% damage and receive 200% damage
Legendary - you deal 25% damage and receive 400% damage

Dealing less damage also makes it harder to raise certain skills, like Destruction, because you're getting less experience due to dealing less damage. At the same time it makes other skills like Illusion and Conjuration that much better, because they aren't affected by difficulty and summons deal full damage.

They're intertwined in a sense. If you want 30 round magazines you're going to have to convince people about why you should have them. But it's also something of a tangent. Guns are so prolific, and many of them sort of float about loosely in private hands will little oversight, that people use it as a fire line to deny any form of gun control.

As for the ballistics profiling and record of sales it needs to extend beyond the person who initially purchases a weapon at a shop. So for example, if a person takes a gun from their brother and shoots someone with it the police can go straight to the brother and grill him about his firearm being used in a first degree murder. People have to effectively sift through filing cabinets by hand to look for stuff.

The second part is true, the first part is not. Foregrips are designed to maintain accuracy while firing at a rapid rate. They're not needed for sport shooting or personal defense. Their purpose is in assaulting an interior space; or if you want to spin it a different way in fending off a full scale assault in that same interior space.

In what way? Where's the part about the government coming for your guns? The 'Assault Weapons Ban of 2018', aside from targeting AR/AK and SPAS-12 styled weapons largely deals with high capacity magazines, military grade attachments like foregrips and bipods, or specialized ammo like jacketed rounds or incendiary rounds. So, yes, singling out models is a kneejerk reaction, but that can taken out of the bill.

As for the latter, the Department of Justice posts those statistics online, and they're viewable by anyone with an Internet connection. So reading that Bill it seems to be targeting high capacity magazines and military-grade attachments. E.g. that private citizens aren't rolling around with MP5's with foregrips in their vehicles, ready to spray down citizens.

The exception being the bit about AR modeled weapons. That part is indeed political fluff. The SPAS-12 stuff comes across as political fluff as well since other autoload shotguns are exempt.

To spin that as the government coming for your guns is disingenuous.

A good start, which means it wouldn't be seriously discussed, would be for all private sales to go through background checks. Or, at bare minimum, for handguns to go through that process. I'd be in favor of a ballistics record being made as well. Plus fingerprints being taken of the buyer.

80% of firearms in the possession of a criminal are handguns. Of those, 40% are purchased legally through private party sellers. So knowing who is purchasing them, having that record, would greatly simplify things for the police if the ballistics profile of that weapon are present at a crime scene. So that one step would account for a third of such weapons.

Of course some people would hoot and holler at the thought of there being a record of the weapon's ballistic profile and of their fingerprints. Yet I bet some of those same people would be the ones calling for stringent Voter ID laws, requiring specific government issued IDs with a valid street address, and yet still claim that 'millions of people are voting illegally'.

Some of the stuff in that video is misleading, or stems from a misunderstanding.

For an example of the misleading stuff, he's using a melee variant of the Moleminer, an enemy that is purposely stubby-legged and slow, to show how easy the game can be. What he doesn't show is that other Moleminers use Shotguns or Missile Launchers to kill players in 1-2 hits. Bethesda even toned down the shotgun damage because people were getting OHKO'd left and right. That's before you get into the aerial enemies that bomb players with AoE blasts and carpet the zone in a poisonous mist.

For an example of a misunderstanding, he saying that the weapon modding menu is empty. That's because the game wants you to Scrap duplicate weapons to unlock mods. And yes, that stems from the MMO style of the game. The same goes for unlocking stuff to build at the Camps. The game wants to drip feed you content over weeks and months. If that isn't your thing, know that going in and perhaps pass on the game.

That said, there are beta issues, and will be issues at launch. There is that feeling of the Scorched being lazily cut and paste into areas when Bethesda is unsure what to do with the zone. They'll toss in a half dozen Scorched and call it a day. That will likely change over time because people will complain about it until that happens. Enemy respawns do need work too. Much like the revenge respawn system operating too close to the player, enemy respawns can occur too close to players. For example, if you kill some Super Mutants and go into a train station to do business with the Vendor Robot inside there's a good chance the Super Mutants respawn outside and bushwhack you while you're trading.

This is at least a half truth. Your personal Camp logs out with you, and if something else occupies the space when you log in then everything goes into the Stored menu as a deployable blueprint. Your Camp is similarly packed up into the Stored menu when you move it.

The only thing you lose control of are the public Workshop spaces, because they're meant to generate extra resources, and serve as a possible source of PVP.

Did you pull that out of your backside? Unstructured PVP might be done in an individual basis, but structured PVP will vary. For example, there's a 4 player stalking mode where each player is assigned someone to hunt while a different player attempts to hunt them. If you attempt to take over a Workshop claimed by another player it starts a quest for the player or teams to fight each other. The only problem right now, which is easily corrected, is that they don't have a limit on the revenge spawning and it places players too close to where they died.

Also, on the topic of loot EVERY container and corpse is instanced for each player. So a team of 4 gets 4 times the rewards from those sources, plus rewards for whatever quest or event they just completed. The only thing that isn't shared are loose items laying out in the world. Those will respawn when everyone has left the area.

Last there's difficulty... which is wildly dependent on the area and enemies being fought. Killing the zombie-like Scorched 1-2 at a time isn't an issue. But if you walk into a zone where a bunch are in hiding your gunshots will bring out a dozen or more, which can easily overwhelm one player. That's before you get to zones with higher level enemies like Anglers or Wendigos. It's also important to note that any footage from the event at the Greenbriar had the game difficulty specially smashed down through the floor so people at IGN could play.

They're super serious. There's a big push on CW for women creating content to empower women. That's why you see the women's studies teacher with all daughters fighting to keep a predator male professor off campus in the first few minutes of the episode, to go along with the male demon that drains strong women, talk of white cis males complete with a white cis male classmate that exists solely to be despised, and the rest.

One sister wants to join a sorority and engages in a heterosexual relationship, but she gets shit on for the sorority bit and dumps the guy before long. The 'down with the patriarchy' sister continues her rocky lesbian relationship. The third sister is sort of feeling out a potential heterosexual relationship, but that's a tossup at the moment.

This is a tangent, but that is as it should be. Polygraph tests are pseudoscience garbage. Law enforcement, for example, use them as a pressure tactic. They've known the tests are garbage, back as far as at least the 1980's. But you get a suspect in a holding room that is several degrees warmer than is comfortable, fill their head with thoughts about this 'rigorous scientific instrument' and suddenly confessing their crimes in hopes of a lighter sentence looks far more attractive. Conversely, sociopaths can pass lie detector tests with flying colors even as they lie their asses off. The only thing the test does is look at physiological factors, like sweating. If you're comfortable you pass, if you have something as simple as an itch on your butt then the gauges spike like crazy and that is taken as a lie.

There are a few potential problems:
- slapping a vaguely female face on what is otherwise a male character displeases just about everyone as, whether they admit it or not, everyone enjoys characters that are aesthetically pleasing, the concept of sexiness also becomes a problem as one segment thinks anything less than a burka is objectification even as they themselves choose to wear revealing items or use makeup as both items can make them feel confident in public

- if you allow a female character to lose control of a situation at some point in the story certain segments will automatically cry sexism, even if said character is completely dominant of their surroundings for 95%+ of the story, but conversely if you don't allow some vulnerability(even in token amounts) you're left with a completely unrealistic and dreadfully boring Mary Sue

That's why it's generally best to just avoid the most egregious stuff with female characters and let the story play out normally, accepting that voices on the fringe will grumble and make noise.

A wider problem though is that there are essentially two completely divergent 'realities' in America, depending on whether you watch Fox News and the other spinoffs or not. Did you get through the Courier's Mile in the Lonesome Road DLC? That's the final challenge of the game. If you can clear that place of all its nonsense then you're officially unstoppable.

It works the other way too. In Skyrim the Master level Shield Charge perk would simply stop working after a time. This same perk appeared in Fallout 4 1,200 days later in the form of Pain Train and the same glitch is still present.

PS3 version... oof!

If you're going to continue playing on that system there are a few things you can do: disable auto-saves, save on separate files, delete older files as you go.

Oh, and it's a good idea to loot weapons from slain enemies and put them back on the corpse. Similarly, avoid using energy/plasma weapons. Don't loosely drop items in the world either. The game won't remove those things from the world, which leads to save bloat as you play. This will make the game increasingly unstable the longer you play.

Mucked about in Fallout 4 and in that game the VATS and Crouch buttons shift quantities by 5% when pressed. So if you had 2,000 rounds of .38 caliber and wanted to sell 1,000 you'd tap the button 10 times in the trade window.

It's been a while, maybe that was something Bethesda introduced into their engine later. I mostly remember it for quickly selling arrows in Skyrim. When you have 1,000+ arrows you don't want to scroll one item at a time. So holding one of the keys while selecting item increments would jump by 10% or so.
