(4-2-1) In order to wrestle the kid had to either wear a cover, or cut the hair to a legal length. Except they were covered. Except his cap wasnt attached to the headgear, as per the rules. Except the referee ignored this rule. If it had been an issue, it would have been addressed during inspection. Inspection happens before the actual match. The refs would inspect EACH wrestler prior to the match and do general health inspections at weight ins. Like, look at skin conditions if they noticed a rash or something. Then they check nails, facial hair and hair to make sure you either are at proper length or have the regulation cap. It's not their job to tell a kid he needs the proper cap for his hair. That's the COACHES job to make sure his wrestlers are up to rules and code.
