2 is not a "thing" in computing. It is only 0 and 1. All computer logic is dealt with through Boolean operands which accept only 0 and 1. What you're suggesting is that if taking a True/False test, writing down Pancakes should be a valid answer.

Plus 2 bits does more than just represent the integer "2". 2 bits can be either "2" (10) "1" (01) "0" (00) or "3" (11).

Just because a bit is 0 does not mean it is not important.
