Yeah, old DiC dub was odd and full of cuts and censorship (hell, two episodes got merged into one due to 'questionable' content, and wasn't a whole beach episode cut?). It's a reference to a Sailor Moon episode in which Jupiter says she's more qualified because he has bigger boobs More specifically, the DiC dub of the original anime (when they were trying to make it more US kid friendly). Makoto (dub name Lita) (aka Jupiter) and the others were arguing about who's to play the lead for a school play Romeo & Juliet.
