Because the total emissions figure is that much higher. China emits more CO2 than the USA and the EU combined. The USA and the EU could gut their own economies in the name of per capita emissions and not make any progress against climate change because of just China.

Then throw India into the mix and you'll see why total emissions are the valuable metric.

Just so you all know, averagejoel sided with China in the Hong Kong controversy and ignores China's human rights violations whenever the subject of its death camps comes up

Should tell you enough to understand why he's angling hard for "per capita emissions" instead of looking at numbers that matter, like total emissions.
