The standouts are little pegs you install between the case and the mobo to keep the mobo from touching the case, and also to keep it solidly in place inside the case. If I recall they should line up with screw holes in the case, as long as it's compatible with the size of your mobo (there should be markings to indicate which screw holes are the ones you need between ATX, miniATX and microATX)

I put together a PC for the first time last year and it worked out pretty fine. I'll echo what someone else said about connecting the front panel being tricky, I had some trouble plugging that stuff in cause I left it for last.
