If a cop has always been patient and had restraint, never used excessive force, and often did good in the community, they can be a good cop. But if another cop is fired for murdering an innocent man across town, but is acquitted and rehired at the precinct of the former, that can change things. If that first cop learns of what happens, but fails to protest the hiring, choosing to ignore it, he can no longer be considered a good cop, not by any reasonable standard. Looking the other way to blatant corruption around them, regardless of any personal risk to their careers, is actively supporting corruption in the system. Actively supporting corruption in the system completely outweighs any potential good they do, making them a bad cop (not inherently a bad person, but unquestionably a bad cop).

This also makes in nearly impossible to be a member of the NYPD or BPD and still a good cop.

It's very unlikely that someone at this particular shake shack tried to poison officers. It's in the biggest hub in the financial district, there's a massive police presence there. It's far more likely that they're creating a false narrative to hurt protests. The NYPD is such a horribly corrupt organization that literally 100% of people that are even slightly informed would see this as a completely realistic thing they'd do.

Alright, anyone that legitimately not not even hear that he was hired is not inherently a bad cop.

Anyone that was aware of it and failed to take significant actions against it is a bad cop. Yes, even taking into consideration that it would jeopardize their own job. Supporting the corruption in the system makes you a bad cop, period, cut and dry.

The legal definition of "premeditated" is much, much broader than you think. The 7 minutes of keeping his knee there easily qualifies, even if it turns out the men had never met before (unlikely).

But that charge is unlikely to stick, so unfortunately there is justification for lighter charges.
