I was reading an Atlantic article and at the bottom (where they recommend more articles), there was the same thing as the tweet.

The Centers for Disease Control and Prevention is conflating the results of two different types of coronavirus tests, distorting several important metrics and providing the country with an inaccurate picture of the state of the pandemic. The upshot is that the governments disease-fighting agency is overstating the countrys ability to test people who are sick with COVID-19. The agency confirmed to The Atlantic on Wednesday that it is mixing the results of viral and antibody tests, even though the two tests reveal different information and are used for different reasons.
This is not merely a technical error. States have set quantitative guidelines for reopening their economies based on these flawed data points.
Several statesincluding Pennsylvania, the site of one of the countrys largest outbreaks, as well as Texas, Georgia, and Vermontare blending the data in the same way. Virginia likewise mixed viral and antibody test results until last week, but it reversed course and the governor apologized for the practice after it was covered by the Richmond Times-Dispatch and The Atlantic. Maine similarly separated its data on Wednesday; Vermont authorities claimed they didnt even know they were doing this.

The widespread use of the practice means that it remains difficult to know exactly how much the countrys ability to test people who are actively sick with COVID-19 has improved.

Also nice to know this bit:
A negative test result means something different for each test. If somebody tests negative on a viral test, a doctor can be relatively confident that they are not sick right now; if somebody tests negative on an antibody test, they have probably never been infected with or exposed to the coronavirus. (Or they may have been given a false resultantibody tests are notoriously less accurate on an individual level than viral tests.) The problem is that the CDC is clumping negative results from both tests together in its public reporting.

They uploaded a new post; an estimated 8000 will arrive from the U.S. mainland and international (mainly the former), for higher education (all or most universities, public and private, in Hawaii).

One silver lining is that Hawaii Island and Maui is not participating in the "modified quarantine" plan (but interisland travel is allowed, travelers are not required to quarantine anyways, so...)

"Daily Health Checks" will be the conducted and is the responsibility of the universities participating, but all it consists of is a temperature check (which we all know can be bypassed with a Tylenol or two) and a questionnaire.
Students will be expected to report immediately to health officials if they start experiencing any symptoms associated with COVID within those 14 days upon arrival (*rolls eyes*)

The idea that COVID being in California early doesn't make much sense on its own; the only reason the idea became popular was because the State's numbers wasn't looking as bad as New York (during their peak); aka "herd immunity" from COVID being here early.

Hawaii is practically solidly blue (only two or three seats out of ~50-something in the State legislature are Republican).

And yet they plan on letting 2000+ people from the mainland and international come to the University, under a "modified (soft) quarantine" in which students are basically trusted to only go between dorm and campus for 14-days.

Guess which age group is responsible for the increase in COVID on the mainland?

19 New cases in Hawaii.

I expect this number to get a lot worse when various universities here open up for the Fall. The biggest public State university has basically stated that dorm occupancy is maxed (2000), and that students who weren't lucky with the housing lotto find off-campus housing (about another ~1000).

Also going on a honor system, in that students are trusted to travel only from the dorms to campus for 14 days.

California is the epicenter, said Dr. David Rubin, who watched the data come in from his post as director of PolicyLab, a research facility at the Childrens Hospital of Philadelphia that feeds data into the White House Coronavirus Task Force. California had one of its grimmest days yet of the coronavirus crisis Tuesday, reporting near-record numbers of new cases and deaths.
The state added 11,100 positive tests to its COVID-19 case count and 138 to its death toll from the virus, while hospitalizations climbed to new highs, according to data compiled by this news organization. Both cases and deaths would be daily records if not for inflated data on July 6 from delays over the holiday weekend. Nonetheless, the seven-day averages for each number rose to 8,792 cases per day 54% higher than two weeks ago and 95 deaths per day, a 50% increase in two weeks.
The state also saw its second-highest single-day increase in hospital patients confirmed to have the virus, adding 260 for a total of 6,745 on Monday, the most recent day for which data was available. The total rose 4% on Monday alone and has increased 33% from two weeks ago (incidentally, the day with the only larger single-day increase June 29, when there were 301 new patients and 5,077 total).
In the Bay Area, there was no doubt about the numbers to start the week: the region reported a record number of new cases Monday, then followed it by nearly matching that number Tuesday. Hospitalizations were up 7% Monday from the day before and 53% higher than two weeks ago; the 649 patients on Monday were the most of any point in the pandemic. Even deaths, which so far had not hit the region as hard as other parts of the state, have begun to rise here following their upward trend statewide that started a little over a week ago.
