I don't know how it is with a lot of the newer aircraft and I think satellite weapons, but back when you only had like that cheap jet fighter and the Hydra it was pretty easy to get your bounty, hop in a minisubmersible and then just sail around. It was actually really entertaining watching people fly out to kill me, realize I was underwater and then just flying away. One pair of guys actually flew out with a helicopter carrying their own minisubmersible but it was too late then lol. noooo, Ive seen how bad it is online on PC lol.
