This has happened in the past but it was from logging in on the same PC, i.e. the first user's login cookie was still on that PC when the second user logged in. You could be right though - as I've said, it's been a long time since the cookie thing was confirmed. I think this is right. When registering a new account the process definitely checks your IP at that point though. So they must record it somewhere. I think the confusion here is that different people have access to different info. Mods have limited info and don't think they can see PII. Yes but I don't believe normal mods can see the actual IP Address or any PII for a user such as their e-mail address or contact info. Admins can. I should say normal mods can't see this info. Admins and the servers\ processes that create new accounts etc can. Pretty sure I saw a post on Ask the Mods or Hellhole that explained this cause someone was kicking off and the mods were "don't blame us we can't see this info". Also domain names as well can be blacklisted.
