Yes, that can be done with a Group Policy.

In Windows Pro, Enterprise, or Education, you can also do this locally with GPEDIT.MSC.

For Windows Home, you have to modify the Registry using REGEDIT. Navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies, right-click on the folder and select New, Key. Name the key System and press Enter. Right-click on the right side of the window and select New, String Value. Name the string Wallpaper and press Enter. Double-click on the new Wallpaper and enter the path to the wallpaper you wish to use, then click OK.

OPTIONAL: Right-click on the right side and select New, String Value. Name the string WallpaperStyle and press Enter. Double-click on WallpaperStyle and change the value to one of the following:
0 - Centered (default)
1 - Tiled
2 - Stretched
3 - Stretch to fit
4 - Fill

WARNING: If you monkey around with REGEDIT you can SERIOUSLY screw up your system if you don't know what you're doing.

Out of curiosity, can I ask where you learned how to do all this?

how are you

Not too well these days, I fear. I am never getting enough sleep during the night for some odd reason. As a result, I never seem to have a lot of energy or attention during the day, a serious flaw that I wish I knew how to correct. Anyway, my morning maladies aside, I had to run some errands today, which included retrieving groceries and the like. On the way, I had run into somebody who reminded me very much of a classmate I had gone to school with over two years ago. It made me think of the classmate, and made me realize how much I missed her; I sort of had a crush on her then. I had also annoyed two drivers today with my inexperience as a driver. I had parked too close to one driver on my way to the supermarket; I had figured then that I would be in and out before she returned. But this was my mistake; she returned around the same time as I had and didn't feel too good about inconveniencing her and her children. Neither did she, for that matter. And just a few hours prior, I was in a parking lot and I annoyed the driver behind me by driving far too slowly, due to the fact that I was using my phone. In short, I don't feel too proud of myself, today.

Programming

Yeah. I'm trying to learn that, but I'm finding great difficulty at the moment. It's not necessarily that it is difficult, but rather that there is not enough motivation (in other words, projects) for me to practice the skill on or rather, apply the skill to. For example, I've been having trouble trying to find a use for Plain TeX, the typesetting program written by Mr. Knuth. Originally, I had set out to learn it because I grew tired of reading error messages in LaTeX that I had no hope of understanding. I've been also trying to learn how to write batch files in Windows cmd, but even then, the applications for the skill are few. If employers want somebody who can use a command-line properly, and not on a very elementary level as I have, they will want someone who dedicates his time to learning the Linux terminal. Besides, if employers do want such a person, they will want him to have a degree in computer science, I imagine, a degree which I am far more than a figurative stone's throw away from obtaining, if that were in my plans in the years until I attained the age I so dread: thirty. In any case, it's difficult for me to (read:want to) learn a programming language if I cannot be bothered to find a project to apply it to. I frankly do not know how the computer science lot do this, excluding the applications they find for it during college and in real-life situations. Although, I suppose that I have answered my own question, already.
