My Eula is shit lol. She has 4 Pc PF but her goblet, flower and circlet are crap. Her sands is decent and her feather is pretty great (both crit stats, ER and EM). She is level 80.

Marle has some pretty busted dual techs with like everybody. She fits great into any party.

Most dual techs by endgame are worthless compared to single techs. As far dual techs almost everyone has better ones than her especially Frog Flare and Fire Whirl.
