If you offer to paypal you can be banned from eBay. You can't offer to pay outside of ebay for unpaid items, this is to stop scammers and protect buyers and sellers. There's literally nothing stopping you offering to send a tip, discount codes, referrals, etc or whatever you want outside the transaction.
