We don't know the context at all. If they don't like each other already, if it seemed to be in retaliation of something, the count, or if it was a situation where they couldn't afford to give up a baserunner.

They should start using their level 3 once the chain is long enough, like 5+. You might have to unlock the ability for them first unless you already did. Don't remember exactly when you can do it.

I honestly have no idea what goes on in Idaho now that you mention it. I can even name more cities in Wyoming. I do recognize all of those Montana cities, but not the second one you listed for Idaho.
