In regards to DR3, I wouldn't get your hopes up. Kind of feels like Kodaka didn't get enough time to do what he wanted and it's super simplified and dumbed down. Basically, everything I thought was cool about the 2-6 revelations it says "lol naw son". Fine in a vacuum, not as an addition to the franchise.

So I actually just replayed all the Zero Escape games, and it did make me rethink my rankings a lot. 999, especially with the PS4's VA work, does seem to stand above the rest, considering how monotonous some of the VLR and ZTD puzzles are, and how long some of the explanations can get. I do like the setting and overall style of VLR the most, but I think I actually love how the feeds into the VLR character's stories go in ZTD more than anything. In a vacuum you're probably right about 999 being the better one.

But Phi is best girl.

Though having rewatched the first half from the bluray release, Emila is also excellent and I think most people just for caught up in how much more Rem gets in the second half.

Subaru gets way to bad a wrap for being realistically fucked up by his situation rather than being a badass Kirito god.

The other candidates get a lot more later in the light novels, I think. Where the show ended means we don't get a ton from those other than Crusch.
